Negotiations for IEEE Xplore are continuing

The negotiations for the IEEE Xplore database have been resumed as IEEE made a new consortium offer.

With the negotiations being so belated, there is a possibility of a usage break in the beginning of the year, but all attempts are being made to minimize its duration. More information will be available after the Christmas break.
